Background:

After the arrival of the Loyalists in 1783, the British government divided Nova Scotia at the Chignecto Isthmus to create New Brunswick as a new and distinct political unit. In 1784, the form of government common to British colonies in the late 18th century was established. This consisted of a governor who represented the king, an executive council, an appointed legislative council, and an elected legislative assembly.

The Minutes are a record of all business that came before the council in the administration of the colonial government. They include proclamations; regulations; ordinances; instructions; circulars; petitions and memorials with the decisions of the council; minutes of committee meetings; orders; appointments; the submission and approval of accounts; decisions on land allotments; a record of correspondence; and many other items of business.

Included with the Minutes is the document appointing Thomas Carleton, Captain General and Governor in Chief of our Province of New Brunswick.
